In einer dystopischen Zukunft angesiedelt, nähert sich das Leben auf der Erde seinem Ende. Die, die übrig blieben, leben in überbevölkerten Städten und arbeiten, um zu überleben, da die Sozialsysteme wegen der alternden Bevölkerung und der steigenden Zahl umweltbedingter Krankheiten zusammengebrochen sind.
Da die künstliche Intelligenz über die Jahre sehr stark geworden ist, sind Menschen in vielen Berufen überflüssig geworden. Dies hat die Bevölkerung der Erde dazu gezwungen, in den Vororten nach Arbeit zu suchen und dabei mit Exoskeletten ihre Effizienz zu erhöhen. Die Welt von The Surge ist eine grimmige Vision der Zukunft, in der die Entwicklung der Technologie, der Gesellschaft und unserer Beziehung zur Umwelt die menschliche Zivilisation in eine neue Dekadenz geführt hat.
Das Spiel zeichnet sich durch ein kompaktes Kampfsystem sowie ein originelles System zur Charakterentwicklung aus. Es basiert auf modularen Verbesserungen, die ihm Kampf gewonnen werden.
